Is it normal that I can't run games at ultra with 60fps with i5-6500 and GTX1070?

I was wondering if I had to grab a better CPU because I can't run games (overwatch, GTA5, borderlands) at a constant 60FPS at 1080x1920 on ultra with my current i5-6500 and gtx1070.

Can you run them at 60fps or better with the graphics settings lowered to high or medium? If so then it sounds like a gpu issue though the 1070 shouldn't be struggling at 1080p. Have you installed the latest drivers for the gpu? Have you tried running something like msi afterburner to get a sense of cpu vs gpu usage to see which one is pegged at 100%?

If the cpu is at 100% and the gpu's only at 70% or so usage then a faster or better cpu may be needed.
