I recently upgraded my pc. Now when in windows 10 it shuts itself down after about 20 minutes. I don't think it's the CPU overhearing as in the bios the temp stays at 28 degree c. The computer doesn't shut off while in the bios either not sure if it's the psu or maybe the hard drive. I've already pulled and plugged back in the ram and gpu. All the internal fans are working like a charm.

Just to check it out I'd suggest you download the Intel Processor Diagnostic Tool and also a program for looking at the temp of the processor. I run the program called CORE TEMP while running the Diagnostic Tool. While running that program you will find out if its a processor issue or if its something easier. Maybe go into Control Panel/System and Security/Power Options/ and make sure its set for High Performance, that way it won't do things like power down itself for sleep mode or power saving mode.
