Simple question....I hope...

When I power on my new computer, the three fans on my video card start up, but then stop a few seconds later.

Is this normal?

Do they only kick in fully when temperature dictates?

down load asus gpu tweak,and adjust the fans in the program,I have my settings at approx 1000rpm at 35degreeC and the curve I sat up will go to 4000rpm at 70 degreeC
