Air coolers or liquid coolers for CPU (RAM related)

Hello everyone,

I have a simple question which is; which one has better performance air coolers or liquid coolers. Personally I prefer air coolers since there is no danger of any leaks, and I am thinking of getting Noctua NH-D15.
On the other hand liquid cooling as I am aware has better performance but there is the risk of the liquid may leak and destroy other components.

I would like to know which is better in terms of performance (regardless of the price) and what RAM should I pair it with, because the limitation of getting Noctua (in dual fan mode) the RAM should not be taller than 32mm (I think).

So, shall I get Noctua and pair it with low profile RAM (e.g. Kingston HyperX FURY) which I think may not deliver great performance compared to tall RAM's such as; G.Skill Trident.
Moreover, do I need more than 16GB of RAM?

I will be using the pc mainly for browsing the internet, watching 4k videos, playing at 4k resolution and some software development.

Please note that price is not really important as much as the performance I will get.

Well, CPU cooling is directly related to CPU itself, it's TDP and eventual OC. You may not need a giant cooler like that Nh-d15 or any AiO coolers, speaking of which there are some weaker water coolers than that one. On the other hand AiO liquid coolers have become very reliable and chance of leakage is really minuscule. Good thing about AiO coolers are they don't interfere with memory sizes if installed in large enough case.
As far as RAM capacity goes, 16GB is enough for almost anything but some memory hungry programs. And again RAM make, model and speed is also related to processor and what it prefers as well as MB, BIOS and what profiles could be set.
