Hello there all. I'm trying to decide between the above stated options for my new pc build. Its going to be mainly a workstation but I also want it to handle some games such as tf2 and far cry primal. in terms of cad I'm mainly going to be using autodesk software( revit ,inventor, autocad, 3ds max). I've heard that rendering will take as many gpus as you can throw at it but I've also heard that a single powerful gpu is better so I was wondering if the dual rx480s would outperform the 1070 and if it's worth it for the $50 price difference. I'll be running a 4k monitor (although I don't mind bumping down the resolution for gaming or any other graphics intensive tasks) and I might also consider getting a second monitor out of my old iMac (1440p)

Only max has a gpu renderer unless you are using a 3rd party renderer. It's also the only time when multiple gpus would be used. I'd just get a 1070 and skip multiple gpus if possible. Nvidia is not better for rendering. Cuda is just nvidias proprietary compute api while amd focuses on opencl. It's also the reason nvidia gpus don't do well with opencl. Cuda cores is just marketing, they're just a fancy name for stream procs which are gpu "cores."

A single powerful GPU is always better as a lot of games/applications don't support multiple GPUs or others just don't scale well with more than 1 meaning the 2nd is doing very little to help. You'd be better of getting the GTX 1070 to save yourself the trouble of 2 cards as well as have less power usage and heat output using 2 cards. Additionally, Nvidia cards are usually better at doing rendering as they feature CUDA Cores which are optimized better for it and have GPU accelerated PhysX support. It is also a very capable card for gaming at maybe Mediumish settings in 4K or Higher settings in 1440p. Hope this helps :)

as a follow up questions should i go with a gtx 1070 or an rx 480 8gb. I know the 1070 is probably better but I'm not sure if the autodesk applications favor cuda or OpenCL

A 1070 is better simply because it's more performance. There is no cuda or opencl used except in max with iray (created by nvidia) which is cuda only but it gets similar results as quicksilver which works on any gpu. Everything else is cpu based rendering so if you plan on rendering from the others, I hope you have a good cpu.
