Is RAM CPU specific? And ? about speed.

I am upgrading my PC and have a few questions. I am most likely going to get the AMD Ryzen 1600X.

1) For RAM is it CPU specific? For instance can I use this? https://www.newegg.com/Product/Product.aspx?Item=N82E16... (Optimized compatibility with DDR4-compatible Intel Core platforms)

2) If I get 3200mhz speed ram, for a mobo that only allows say, 2400. Will it just lower to 240 automatically, or whatever the cpu can handle?

1. No it's not CPU specific, just needs to be of proper format (DDR3, DDR4, operating voltage etc.).
2. Yes it should drop speed automatically to what MB seem desirable. In many cases it could be also overclocked to higher values manually.
