Hi, I'm getting very poor performances since I updated my NVIDIA Graphic drivers.
(It feels like my GPU is not getting used)

Exemple: The Sims 4

Very slow launching times

Normal FPS but it freezes like every 1,5 seconds

High CPU temperatures for such a game (around the 60-70's Celsius)

Very low GPU temps (like 37-42's Celsius)

Sorry for my bad english

Very well, I was able to run pretty much any games. I even have an OCULUS RIFT and I was able to play VR games just fine with normal temperatures and no performance issues at all.

I installed the GeForce Game Ready Driver (Version 378.78) then I started have those issues. I then tried reinstalling multiple times, Going back to the version 378.66,ect but its still the same. It really feels like my GPU is not being used?!

My cpu temperature is the 60C while browsing the internet, I forgot to mention I got some errors like "GPU failed to initialize" or something like that the first time I launched some games

look we got here Either software problem, or hardware problem,
let's work by logic.
first check you computer from the malware (malware fighter 4.5 it's free)or viruses if you pc were clean, then you need to go back to the factory with your windows , and watch every software you install, Especially, Nvidia update.
if you did every thing about the software and the CPU temp was hi you need to check the thermo past on you CPU ,it may need to replaced ,or your CPU base it may need to be fix ,or your cpu fan it may not work correctly and tell me about it,ok? good luck.

I'm running a Malwarebytes scan right now,
I don't know the most about hardware but it seems to be a software problem since the issues started right after I installed a driver? does it make sense?

take my advice and check your CPU thermal paste ,but, before you do that you need to get new thermal paste (Arctic Silver) use the gray one not the white, everybody say the gray is better than the white

I have battlefield 1 open right now on full ultra and it runs very well (+80 fps for sure)

I have put a table fan on my motherboard and here are my temperatures w/ bf1 full ultra opened:

Intel Core i7 4770 @ 3.40GHz 65 °C

4095MB NVIDIA GeForce GTX 970 (Gigabyte) 59 °C

is it acceptable or will it damage something?
