I'm planning to do a budget build with a pentium g4560 and an rx 470.I'm having second thoughts about the cpu.Should I buy an fx 6300 with a cooler to overclock it and pair it with the rx 470.

BUY A NEW GAMING POWER SUPPLY. Put case fans in any empty case fan spots too. Don't trust the cheap oem power supply they are known to fail.

-It's under $400 with the OS. You could even opt for a faster GTX1060 or GTX1070. (Keep in mind you will have to pick a smaller, shorter card that fits in the oem case)

-Used does carry some risk of course, you could also look for something close locally so you can see it working and don't have to bother with shipping. Most of the SFF ones can be put into a new gaming case, make sure it's not ultra sff that uses a power brick like a laptop does. Make sure it has a open pcie-16 slot for the graphics card.

-To be fair you must subtract $100 for the OS. So that i5 system is only $65.

Replacing the cpu cooler is also a good idea since the cpu fan could be close to wearing out and making noise soon.
$30 or so for a cheap heatpipe cooler will ensure it runs nice and quiet.
 
Bottlenecks aren't simple. There are cases where a monster 10 core i7 6950x will limit framerate even with something like a GTX 750. Conversely, you will also find cases where a GTX 750 is a the limiting factor even with a decade old Core2 machine. Faster is always better, and GPU and CPU requirements and load in games are largely not related to each other. Generally speaking, it's a good idea to build a system that's "balanced", but what the correct balance is will depend on your uses and expectations.
