if your computer is coming on for a few seconds and fans spin then goes off again, it can sometime mean a short as well as many other things, try with just the CPU, 1 stick of memory, obviously the power supply and the GFX card plugged in, then go from there, adding one device at a time, also sometimes helps to build your system on the motherboard box, this eliminates the case as the problem, ie a short caused at the back of the motherboard maybe by a standoff in the wrong place etc.
Chances are when you reinstalled the cpu and heatsync, it was done either incorrectly or metal is touching metal where it shouldn't. Reinstall the cpu a third time paying special attention to the installation process for both the cpu and heat sync.

this is new information, If it starts fine with your old CPU the its the CPU that's the problem, I was going to suggest updating the bios, but I see you've already done that.
