How to wipe an HDD when it can't boot into windows?

When I boot, it shows the windows sign and then the screen just goes black but I can still see my cursor, I've tried fixing that by choosing different project settings and press cntrl+alt+del to try to bring up task manager but that didn't work. I made a windows bootable usb stick and tried using that to repair my computer but it always comes up with an error even when I try to full reset the pc. I tried using the command prompt to boot into SAFE mode, which worked except I get a blue screen before I can boot into SAFE mode. I've tried all the troubleshooting options that are available, I even tried to just reinstall windows from the USB but it encountered some sort of error that put an end to the plan. Is there anyway I could just wipe my HDD, I don't really care about what happens to the files on it, but I can't seem to find a way to do that when the repair media won't let me and I can't boot windows.

Yes, make a windows install USB or DVD, and then just install windows.
Part of installing windows formats the hard drive.

Though if your hard drive is corrupt or broken... well you need a new hard drive.
