Crazy Stutter with RX 480 switched to GTX 1060 in hopes of fix... NO DICE

I am at my wits end with this issue as I have zero clue what's causing it!
Let me start with my computer specs (Just rebuilt a few days ago)

CPU: i7-7700k (stock thus far)
MOBO: ASUS ROG STRIX z270E
RAM: 16gb Vengeance Corsair LPX 3000
SSD: 250gb samsung evo (Boot)
SSD: 64gb samsung evo (programs)
HDD: 1tb western digital (games)
PSU: Cooler Master v700
COOLER: Corsair h115i radiator
MONITOR 1: Dell 23? inch display native 1920x1200 59hz (use for gaming) (DVI)
MONITOR 2: ASUS 21.5 inch display native 1920x1080 60hz (use for second screen) (HDMI)

Temps of CPU at idle 32 celsius
Temps of CPU at load 45-60 celcius
Temps of GPU at idle 45 celsius
Temps of GPU at load 50-60 celsius


Now onto the issue, I had originally purchased a rx 480 and experienced extreme micro stuttering every couple seconds which seemed that the GPU would bottleneck and then take a second to catch up, resulting in a stutter. The GPU was not at 100% usage nor was the CPU or RAM. I've made sure to check all performance power is on max. I then returned that rx 480 and purchased a second rx 480 to see if maybe I had received a broken unit... NO DICE! Following that I wiped windows completely. NO DICE!


I then gave up on AMD switching back to my trust NVIDIA to find that the issue still exists it's just less noticeable which is a good start...

I have zero clue what the issue is, I've disabled XBOX DVR, i've tried turning off V-Sync which isn't smooth AT ALL. I've tried turning it off in the nvidia control panel as well as turning min rendered to 1. NO DICE!

I am willing to try more stuff, just don't know what else to try!

No, micro stuttering isn't ONLY "caused by uneven frames per second (or something like latency between gpus)." You can't possibly assume a specific solution to such a generic issue described as "microstuttering" without having the OP go through a series of troubleshooting steps, to narrow down where the issue actually resides. That's called guessing.
 


So you don't know of any other sort of micro-stuttering and would rather try to confuse someone than say so?
 

I do know of other micro-stuttering aside from in-game and I'm trying assist the op (not confuse) by asking a series of questions to further narrow down/troubleshoot the cause. Apparently you don't which is why your original post was just a guess and would make sense why you are questioning mine. I try to find out what the actual problem is (without guessing), before posting a fix/solution.
