    I was able to put in a GTX1070 for US, but then I switched to France and prices jumped.

    That processor is 5 years old and not very good when it was released.
    What I would change is most of it.
    Memory 16GB so no more would be needed later. link is broke.
    Corsair Vengeance LPX Series Low Profile 16 Go (2x 8 Go) DDR4 2400 MHz CL14
    Processor in about everything the Intel will give you better performance. This is a very fast 2 core 4 thread one.
    Intel G4620
    Video card the RX 480 4GB should give you better performance.
    Optional CPU cooler.
    Power supply better quality than what you have listed.
    A good quality ATX motherboard that supports the processor with the first BIOS version.
    That is using the rest of the parts you have listed the case, keyboard, monitor, hard drive, and WIFI card should be in the same price range.
