I decided to mod my Titan XP's with an EVGA 1070/1080 Hybrid Cooler using the Gamers Nexus method. The first mod went perfectly and I am seeing idle temps of around 25C and low 50's on load. The second, however, was not as smooth. After booting into Windows, the radiator fan ramps up and I see the GPU increasing temps to around 60C before I can turn the PC off.

At first, I thought the water block had poor contact with the GPU die, but I disassembled the card and applied fresh thermal paste. This unfortunately did not work and the problem still persists.

I'm not sure what to do.

Both radiators are functioning, but I can't hear either pump.

1) Verify proper contact between the waterblock and the GPU die. I believe those pumps twist and lock in place, but I could be wrong... There are so many different brands with different mounting solutions.

2) Verify the pump is running. Use your finger to stop the fan on the card (not the radiator) from spinning for no more than thirty seconds and feel the pump. If there is no vibration, the pump is not operating. Do not try to use a tool to stop the fan. You could damage your card or even get shocked.
