So my parents are buying me a PC and they want it to last a long time(as long as it can.) Should I bother to get the 1080ti or save the $200? Additionally, what type of the cards should i get. What specific card and please explain why.

Depends on the resolution you play. There is no such thing as future proofing for GPU (https://www.youtube.com/watch?v=9jG1-gjHJk). If you play on 1080p or 1440p, a GTX 1070 will do you great.
As a 1070 user with a 1080p monitor, I never reach below 60 FPS at max settings.
1080 and 1080 Ti are great for 4k.

Long story short i am getting a computer off of a custom building website. It is a gift and the people paying for it want it off there. Only way i can get it. I would havei7-7700k, 16gb ddr4, and other. I would be gaming at 1440p or 4k. I already have mouse, keyboard, and headset. I have enough money to buy one of the monitors now and buy the other at a later time.

If you're using 1440p, get the 1070, if 4k, get 1080 Ti for best experience.

I am going to be doing both. I am going to have a 1440p 144hz and a 4k.

Get the gtx 1080ti as you gonna be playing at 4K resolution. Also with Ti here it doesn't really make sense getting gtx 1080. It will last a long time at 1440p and at 4K resolutions.
