GPU being maxed out on games that shouldn't be a problem

Motherboard - Asus M5A78L-M/USB3
GPU - AMD Radeon R5 200 Series
CPU - AMD FX(tm)-6350 Six-Core Processor
Ram - 8GB
OS - Windows 10
I have seen two things that are off about my GPU, one is that as soon as I play a game with a small amount of graphics the utilization goes to 100%, and another website I use is telling me I have a driver that's 16 months out of date. The answer may seem obvious, but I have gone to the AMD website and have installed the drivers for my GPU multiple times, a few times using the auto detect and a few times using the manual version. Even after doing this, I have not seen improvement in my computer's performance and my GPU still struggles to play games with a small amount of graphics. Extremely basic 2d games or flash games run at over 100FPS. I also know that the GPU is not over heating with a steady 60C, and that I know it is working because the monitor cable is plugged into it. I have already tried changing the loading order on my BIOS as there is no way to disable my motherboard graphics card if that was the problem, and it should have automatically disabled itself anyway. Does anyone have any suggestions or answers?

Edit: When I am not doing anything the GPU utilization is 0 - 2% Also, when I play on games the CPU sits around 20% utilization. If this will help anyone, the games I cannot run well are Company of Heroes 2 and Stellaris, while the game I can run extremely well is Cortex Command. (I have the recommended hardware for each of these but only Cortex Command runs well)
