Have a Pretty Decent Build, and still getting frame drops/low FPS

So here's my build:
Processor: Intel(R) Core(RM) i5-4430 CPU @ 2.00GHz
Mother Board: Asrock Z97 Pro4
Memory (Ram): 16.00 GB (4Gx4) GSkill
Operating System: 64-bit Windows 8
GPU: GeForce GTX 1060 6 GB
Hard Drive: Barracuda 1 TerraByte
Network: ASUS USB-N53
Power Supply: Corsair 500w CX500

Even with these specs I'm getting awful frame drops and just low FPS in general. I've tried other threads ideas with checking the BIOS, and even updated all the drivers I could. But sadly nothing has been seeming to work. Any help would be appreciated!

P.S. I get the same FPS when I'm either on high or low settings.

Well, that CPU is quite weak on some games paired with the GTX 1060, Meaning the CPU is holding the Graphics card back most likely.

What games are you trying to play that you're getting low FPS in, I can further help you out if I knew what games you were trying to play.

Also check temps, temps too high can and will cause the CPU to throttle which will slow game performance down. If you need help checking your CPU temps, Let us know.

Also you said your CPU is a i5-4430 CPU @ 2.00GHz, is it at 2ghz, I just looked it up, says its suppose to be at 3ghz, hoping its a typo.
