PC doesn't boot with video card and sound card plugged in.

I've recently discovered that my PC wouldn't boot up properly if my GPU was plugged in. I always thought my sound card was broken but the same thing happens. When either of them are plugged in both at the same time or separately, my computer stays on but fails to load properly. The only difference is that my GPU's fans spin very loudly. Also, I did have moments where my screen would randomly go black for a second, a sign I suspect for GPU failure. I came to the conclusion that both of the cards died but now I'm suspecting that it's another issue. Maybe with my power supply or motherboard.

Right now I'm conveniently using my PC through the onboard video card. Could my cards really be dead and preventing my PC to load? Or is there some kind of other problem?

Those are my specs yes. And there's no way to tell if I can go into safe mode because the display is always off. Also, I have a mouse that lights up white (instead of its usual green) when my PC isn't booting correctly. I probably can't get into BIOS or safe mode at all.
