Solution
OK so we are fine from a loading point of view.

It only refers to efficiency, not quality.

The FSP states that it meets 80 Plus.

A good indication of quality (assuming they aren't lying) is the amount of 12V power available compared to the overall rating. For the FSP this is 384W out of 400W. For the LC it's 300W out of 350W, this to me makes me think it's more like a 300W PSU badged as a 350W PSU.

Additionally I've never heard of LC, but I have heard of FSP (who are an OEM for others). FSP's are regularly reviewed across their range, LC perhaps not ( http://www.jonnyguru.com/forums/showthread.php?t=10062 )
