They are very similar, 2.4 was just the update of the standard from 2013, it has guides for hold up time and ripple. Preferably you want the newest spec you can get.

yes either one would work.
However the G4560 is Kabylake and the H110 is Skylake, the H110 needs a BIOS update to work with that CPU. You are better off buying a B250 board.
