Your base clock is 3.0ghz it will boost as it is needed. Remember that the Ryzen is fully cpu controlled by the sense ai system in the system. It will dynamically change the clock speed whether you over clock it or not. Better the cooling, better the auto over clock. It could stem from lack of need to clock higher or the temp. delta. You can force over clock it but remember it will down clock when it needs to.

don't update to F3C, first of all its beta, and its also rubbish, ive been in touch with Gigabyte about it today, my memory would crash every test I ran on my system at stock speeds, couldn't get it stable, flashed back to F2, awaiting a response, that beta bios has been available for 2 weeks now, they must have a newer one available by now.

R7 1700 will overclock on stock volts on that board to 3.7ghz with the stock wraith cooler by the way.

Im using the stock cooler right now, and i stressed the cpu on cpuz.. ive read that it can be OC up to 3.8 with no problems with the stock cooler, i just want it to be at 3.7 untill i get my h100 v2 bracket..

Your board probably already comes with F2 to be honest, you can check that in the bios.

But for the future, bioses for that board are here: http://www.gigabyte.us/Motherboard/AMD-X370-B350
just select you're exact board, then support in the top right, then the submenu "BIOS"

Never use @Bios app, always flash from the bios itself, you will need a USB stick formatted to FAT32, copy the bios file to it, reboot to the bios and select Q-Flash, then just select the bios file from the USB stick, let it do its thing, takes a couple of mins to flash, it will self reboot.

EDIT: noticed your other reply, I got to 3.7ghz with mine before I had to start raise voltages, so be careful, and unfortunately, CPU-z is something I cant use at the moment, doesn't seem to work if you're using AM4 RAID, gets stuck scanning storage.

so should i not upgrade bios and leave everything at stock for a while?
im not in a rush to OC.. but iw ould like for it to go up to 3.7 on all cores atleast.. but im afraid to OC on the bios.. or im good for that?

im not in a rush cuz im still waiting for my h100 bracket.. using stock cooler.. which ive read its good enough to oc up to 3.8

If your bios is at F2, then stay at F2, I wouldn't advise updating to a beta bios anyway unless you are willing to possibly brick your board or know how to recover if something goes wrong, I have another board on the way anyway so I'm not too bothered, this one is just a get me by until the one I want get delivered, currently on pre-order, MSI B350m Mortar Arctic.

As for overclocking, if you are confident doing it, and know how to reset the bios, then theres no harm in going for it, a simple multiplier change in the bios is all that's needed, don't shoot straight for 3.7/3.8ghz though, try something lower first and test, 3.5ghz x35.00 or something like that, you know you can also overclock with the AMD ryzen master, I just prefer to overclock in the bios, I'm old school like that, heres a link to RyZen Master: https://www.amd.com/en/technologies/ryzen-master

I monitor temps, voltages and wattage etc with the current release of AIDA64 extreme, you've got to use version 5.80.4098 now with RyZen Support: https://www.aida64.com/downloads/ZTAzZDlhYjk= its pretty bang on with what my bios says.

I didn't know there was an official F3 version, but to confirm, if you reboot to the bios and have a look under the system menu, it will say which bios version you have, I read tempos in AIDA64 under the computer / sensors menu, http://tinypic.com/view.php?pic=del72w&s=9#.WNIyHIXXKHs

just had a look through the B350 motherboards on the Gigabyte website, do you have the GA-AB350-Gaming 3 motherboard ?

You have the gaming 3, I just saw it in your other thread, there are bios updates for your motherboard, F5 is officially available, I would recommend you flash this the way I spoke of earlier, and re your memory, after the flash and reboot, set XMP Profile 1 in the bios, speed, timings and voltages will be auto set for your ram
