Consistency/Flow of programs is poor - Outdated Hardware?

I've noticed that the performance of my computer has been poor lately while playing a variety of PC games. (Rust, Rainbow Six: Siege, Rocket League etc). I've done a solid amount of research on the problem but I have not distinguished a clear solution. I've done a variety of things, I initially established that I had safe/stable temperatures for my hardware. I also began researching about some settings in the BIOS. I changed some CPU and RAM settings. This improved performance. I then did some research on overclocking and safely OCed my CPU from 3.6GH/z to 4.0GH/z. I saw a performance increase. I'm comparing the performance of this PC (I will refer this PC as the "Poor Performance PC" for sake of clarity in this thread) to a newer PC I consistently use (I will refer to this as the "Newer PC")
It is quite possible that the hardware is simply too outdated for the things i'm requiring from it, (Given many parts are quite a few years old) this is absolutely an okay answer and I appreciate the help!

The Problem: My older PC (poor performance) does not run smooth in games. There is not a defined visual stutter, it simply does not feel as smooth and runs at ~20 FPS less in many games. Note: Rocket League is unplayable due to the poor FPS and extreme stutter, not sure what piece of hardware is utilizes most.

Here are the specs/hardware of my PC (poor performance):
CPU: I7-3820 OCed at 4.2GH/z (stable temps)
GPU: GTX 970 4GB
Cooler: Not sure, water cooled, old
RAM: 16GBs DDR3 1600mh/z 9-9-9-24
Mobo: ADRock X79 Extreme9

Here are the specs/hardware for my PC (newer, better performance)
CPU: I5-4690K (Not OCed because I only have the box cooler)
GPU: GTX 970 4GB
RAM: 16GBs DDR3 1866MH/z 9-9-9-24
Mobo: Asus Z97-A 3.1
