When I start booting windows xp, it starts and shows setup is loading file.
After loading, it asks 'press enter to continue installing windows, r to repair, and ESC to exit', when I press any of these keys, it doesn't accept these and stuck on that screen every time.

Solution
Depending on the age of the pc itself, it may not work with usb devices until after usb drivers load,,,
Power off and try a ps/2 keybd & mouse if you are using USB.

When the problem is that Windows does not recognize your input from an USB keyboard, then in most BIOS there is a setting to make it work. It is called similar to "enable USB legacy decives". So make sure that USB and the use of legacy devices (= recognizing an USB keyboard before Windows has been fully loaded) are enabled.
