So I'm getting a i5 6500 and I want a good graphics card right now I a r9 270 and I can get a rx 470 for $215, all I want to know is will the rx have massive performance increase?
An RX 470 is approaching double the performance of an old R9 270 (= 7850 with a clockspeed bump). I'd consider that a very solid upgrade personally.
Are you buying the i5 6500 new? Just bear in mind that Ryzen 5 launches on April 11 and is looking like it could well shake up the CPU performance you can get for the standard price of those mid-range i5s. We'll have to wait for proper benchmarks to confirm, but it might be worth waiting a couple of weeks to see where things stand.
What games are you playing? Look for benchmarks on youtube and decide it for yourself. Because if you really want a massive performance increase and you have the budget go for gtx 1070.

In newer games, at 1080p, the 470 should just about double the performance of the 270. Is that worth it? Depends on what you play. If you're happy with the framerate the 270 gives you then why buy something else?
