Newly Built PC Won't Turn off or Display

I built my brothers new PC today and I turned it on and it wouldn't display anything through the VGA output on the motherboard and then it wouldn't turn off with the power button. I've built my own PC in the past and had no issues like this. The power supply came with no ATX 12v 4 pin connecter and I've already gone through this troubleshooting page on the site: http:// The motherboard and fan lights come on and everything but it just won't respond to the power button once its on. I can't see BIOS, it won't even get a signal on the display.

I'm a beginner here but not completely foreign to this.

Do I have the power button connectors in properly?

The system speaker didn't beep at all either.

Any ideas would be greatly appreciated.

I'm sorry if these pictures don't mean anything I'm just trying to get any possible solutions here. And I've looked at most of the posts with essentially the same issue on this site as well and none seem to give any good advice. I hope that won't be the case if somebody answers me.

I'm just trying to get my brother started here so he can leave my computer alone.
