No. That CPU is 4th-gen Haswell plugged in on LGA 1150 sockets (these are motherboards such as H97).
That motherboard is Z270 -- with LGA 1151 sockets -- designed to support 6th-gen Skylake and 7th-gen Kaby Lake CPUs. It will not fit the i5-4460.
So i could use a intel core i7-6400 3.40MHz 8M processor Cache 4 LGA 1511 on that mother board?

Yes, it is a 6th-gen CPU which
can work on a Z270 (or Z170) motherboard.
BUT.... a Z270 or Z170 motherboard is designed
for overclocking unlocked CPUs (the "K" version, such as the i7-6700
K). If you buy an i7-6700 (non-"K"), it cannot be overclocked on those motherboards, so, you'd be paying more for features you
can't use.
If you want the 6th-gen i7-6700, then, it is best paired with any of these motherboards: H110, B150, or H170 (for best price/performance) or B250 or H270 (usually more expensive and released for 7th-gen CPUs, though 6th-gen CPUs will also work). If you want the 6th-gen i7-6700K, then get a Z170 motherboard (or Z270).
Note that if you decide on getting a 7th-gen (such as the i7-7700 or i7-7700K) CPU, you need to get Windows 10 as those CPUs will not work on previous versions.
