Strange Hardware Issue, Thinking it is Motherboard but Would Like to Hear Other Opinions

This last Sunday I went to boot up my gaming rig the same way I do every day. I went to get some coffee, came back and the PC was still not booted. It was stuck on the Windows screen with the dots going in a circle (Windows 10). Long story short I decided to try a fresh install since I'd had this same image for almost 7 years (upgraded from 7 - 8.1 - 10). I plug my Windows installer thumb drive in, go to reboot the PC, and it locks before going to the install screen (recall that the PC posts fine). At this point I decide to try setting up a fresh install disk on a brand new thumb drive. Same issue. Now I start pulling parts. First part I try is the video card. System is able to install Windows at that point. Thinking I was in the clear I proceed to install updates and get things setup how I want them (haven't installed any apps just setting GPOs to block Windows from restarting for updates when I'm logged on and the like) (video card is still out and I'm on Intel integrated) and system hard locks ( no blue screens no nothing) will not accept any input, no drive lights going etc. I reboot, login screen shows up but only displays the image, can't login, almost as if keyboard and mouse are not plugged in. I try a new keyboard and mouse, no dice. I try keeping them unplugged and plugging them in after Windows starts, no dice. Windows will let me boot into safe mode after having to hard shutdown so many times, safe mode seems to work fine. Try rolling back to previous system state before any updates or driver install, system hard locks. I decide maybe it's still hardware and not manifesting enough to cause a BSOD so I start pulling components. I pull my SSD and try to install on a hard drive, same hard locks issue. I try new, working RAM sticks (and single stick and in each slot), same issue. I bring my GPU from my work computer in to try that, same issue. I try booting to a live Debian Linux distribution, completely refuses to boot. Try Kali Linux distro and same issue. No errors just stuck forever at loading.

I'm down to thinking there's either a motherboard or CPU issue, I did check to make sure CPU temps were in acceptable bounds when the system was working and no issues there.

PC specs are as follows:
I5 4690k spent most of it's life until this episode clocked at 4.5 GHz 1.26 volts.
16 GB Corsair DDR3 1600
Gigabyte z97x Gaming 5 motherboard
Intel 750 SSD 400 gig
Several hard drives (tried installing on these and installing with all unplugged just in case)
Gigabyte GTX 1070 G1 Gaming
Corsair H115i cooler (also tried removing USB connection to this just in case)(also no signs of leakage from the cooler).

Sorry for the life's story I know this community has good ideas and I've pretty much gone through every trick I know to get things up and running again and I'm out of ideas so if anyone has any ideas please let me know!

Oh also I did try a CMOS reset as well and am on the latest BIOS. No major changes to my PC in the months leading up to this event and no prior issues.
