Need help in identify the issue

There is this PC where it just shuts down out of sudden.


When tried to start it
- It shows start normally or startup repair
- If repair is chosen, it will start the startup repair process, and 1~2 minute later it will say fail
and it displays a pop up that says send or don't send this information
- if start normally is chosen, it will load until windows logo and then go back to the 2 options
- Unable to enter safe mode at all
- I can't perform restore as this PC doesn't have any system image (including auto generated image)



I took out the hard disk and connects it to other PC and the hard disk and everything inside is still intact without any issue

Any idea how to fix it or what tool should I use?

And what is the cause of this issue? Is it related to boot manager??

I'm more concerned with the sentence it shut off all of a sudden.
beside sata ahci/ide mode he may have a power supply issue. He should get his CD/USB windows when he bought the os and boot straight from it and forget trying to boot directly from his hdd/ssd, because obviously it never works.
