Motherboard powering down and powering on after switching processor socket

Good afternoon,

I have a pc with the following settings:

Motherboard: Assus Rampage III
Memory Ram: 3xDDR3 Hyper (4gb each)
VGA: HD r7 370
4 HD's from 500 to 1.5
Core processor I7

In short, my computer shuts off and then goes on and on before booting into windows, basically. I can not start from the pendrive with linux or cd with windows to format, since it keeps restarting. It appears the image of windows, appears the balls of about 5 seconds and turns everything off and then on again.

Actually it called for a few hours with windows that was already installed, it worked, I installed some drives I made a backup and hung up, then it started to present the defect quoted.

What I've tried:

1- Update the bios, and use the factory default.
2 - I did bench test, I made everything Memory, HD and source.

3 - I changed HD IDE / ACHII configurations and anything changeable in bios.
4 - I cleaned CMOS and replaced battery.

I did everything, by the way, the motherboard arrived from the repair yesterday, it came from OVERCLOCK.com.br a store specializing in motherboard repair, the service was to change the slot of the processor, they did the exchange and tested and called.

Could it be the motherboard?
