Hm, I don't suspect a bottleneck to be honest. The 8350 can handle an RX 480 Nitro+ OC 8G just fine without bottlenecks on either side. The 290 is lesser performing and the 8370 higher performing than an 8350. I also have to highly disagree that the FX is not a usuable CPU in 2017. I'm currently playing much more graphically intense games just fine on my setup (8350, Nitro 480 OC 8GB).

If you really want to see if there is any bottlenecking or just a low performing GPU/CPU I woudl suggest that you run programs such as HWInfo and monitor the usage between GPU and CPU while you are gaming. That will show you whether you are bottlenecking or if your GPU needs an upgrade.

Quick Edit: Your HDD - it's small. What is the current space left?

I agree with the memory question from KinesticBat. CSGO has relatively low recommended specs, it shouldn't be taxing your system that hard. Maybe also check your temperatures on HWMonitor to see if you're hitting thermal throttling.
