9590 Stuck at 2.35Ghz

Hello everyone, I have browsed the forums and found similar issues. I have tried to solutions to no avail. So, I have created this thread to see if anyone else may be able to solve the issue I am having. Which is, as the title suggests my AMD FX-9590 is stuck at 2.35 Ghz(in task manager) in MSI command center the ratio is set to 12x200, while in the bios it is 23.5x200(as I cannot OC on this mobo ;(. Aside from that issue, even when it was at normal speeds my PC seemed like it wasn't running like it should, as I would consider my build mildly beefy.

Case: Cooler Master CM Stryker

MOBO: MSI 990-FXA Gaming

CPU: AMD FX-9590

GPU: EVGA GTX 960 SC 4GB

PSU: Rosewill 650W

Cooler: H100i GTX

RAM: 2xMushkin Enhanced 8GB 1600Mhz O.C@1866
1xSuper Talent(lol) 2GB 1600Mhz O.C@1866 (ram is not the issue)

I have 7x120mm fans and 1x140mm

Monitors: 2xDell 1810x1448 75Hz I mostly run games at 1280x1024

EDIT: I LOVE YOUR NAME, that is my favorite jet in the world.
 
Looking at the MSI website for your motherboard is states

Due to the high TDP, please be noted there are limitations while using those CPU:(i.e. special thermal required..
FX-9370(FD9370FHW8KHK, 4.4GHz, 8C, L3:8M, 220W,rev.C0,AM3+)
FX-9590(FD9590FHW8KHK, 4.7GHz, 8C, L3:8M, 220W,rev.C0,AM3+)

Note sure what they mean but suggests the board needs additional VRM cooling to support your CPU.

Not to be rude, however, my issue is not cooling, it has been running fine at 4.7Ghz for a good 4-5 months now, And for some reason has decided to stick itself at 2.35Ghz now, and stay there.

I'm sorry to inform you but the point that sizzling was trying to make is that 9590 is a power hog. I doubt your psu is big enough either, for a proper setup. That adds stress to the VRMs, extra heat extra stress. Doesn't mean anything that it worked for 4-5 months.

However, if neither of the above turns out to be the issue, go into the bios and start disabling the power saving(cough) features.

I know what sizzling was trying to say, regardless, thank you for your suggestion, I have disabled the power saving features long ago, lol. and that was a big issue before I turned them off.

EDIT: the way this is worded makes it sound condescending and smart aleky, but I promise you it is not. I genuinely thank you for the suggestion.

I really thought I would get more help from here, this is the first place I go when I have an issue with my PC. Someone can close the thread if there are no more suggestions as to what it may be. I thank you for your services.

I'm sorry this went that way. There are many people here who try to help. You've already got your answers above, it has to be one of those.

Option 1: Slow Switch
Option 2: Incorrect/erroneous BIOS setting
Option 3: VRM overheating
Option 4: PSU causing some unknown problem

These are the likely problems, please rule all of them out completely, it's unlikely anything else would cause this.
