I am going to have to settle for integrated graphics from quite a while so I might as well get good integrated graphics so I'm wondering what cpu or Apu has the best graphics yet close to or under £100

Intel 16GB of memory, you could save a little by dropping down to 8GB, later on you can drop in an i5 or i7.

Technically all CPUs with integrated graphics can be classified as APUs, or even SoCs.

Picking a CPU means going for a completely different set of hardware. So you should be looking at total cost of the CPU/Motherboard/Ram.

The Intel chips with the best integrated graphics are out of your price range, but the low end chips offer a good platform for later upgrades.

AMD's top end APU is kind of old, and there would be zero upgrade path. AMD's new lineup of APUs is yet to be released.

The RX460 or GTX1050 are surprisingly competent GPUs. If you can toss one of those in that would be pretty good.

If you can afford to wait a while. AMD should have some decent CPUs here fairly soon. Those paired with a GPU will make a great budget system.
