Motherboard chipset overheating and not turning on sometimes

Hello. I upgraded my computer and I have my old motherboard. I want to use this old motherboard in a new computer as I already have lots of compatible ram, good PSU and GPU and case. The problem is, the motherboard sometimes won't even turn on and when it does, the south bridge overheats. I have replaced the thermal paste on the north and south bridges. The north birdge is having no issues, but the south bridge is. I have replaced the thermal paste many times and it still overheats. I do not want to waste thermal paste as I only have one tube. I will try later today to put a very very small amount, but I do not know if it will work.. Someone please help me.
and as for the not turning on part:
THe motherboard turns on sometimes only other times it won't. I don't know why. I have the 24 pin and 8 pins connected securely as well as the front headers.
