Do I need to buy a new windows copy if I want to upgrade motherboard and cpu?

I have an oem version of windows 8 and I'm currently using the latest version of windows 10. I've heard that microsoft has supposedly tied the key to people's microsoft account so I was wondering if I wouldn't have to purchase a new version of windows.

If you have Upgraded to Win 10, and it is activated, you do NOT need to purchase a new OS.
