Solution
The game you run will demand certain amounts of resources, depending on resolution and settings. There is, with every game, a maximum it will ever ask for, a limit to what it needs. A game will not keep using an infinite amount of videocard power for example.

So, unless you have specific information that Crysis 3 at 4k and ultra settings should be using 100% of your GPU power, nothing is wrong if it uses less than 100%.

well for the fact it's no running past 40-50 fps on crysis 3 with two gtx 1080, which it stays about 50% usage, and everything I play is in ultra and 4k

shouldn't be 40-50 fps it generally stays about 40, but if that's the case why is not only using about 50% from each card it should use 100% and give me higher frame rate, v-sync is turned off, and if you go through YouTube crysis 3 gtx 1080 two way sli at 4k at ultra there's have been from 60-80 fps

If you overclock your CPU and video cards, you will probably see a higher % of use. But don't mistake % of use for the cards running slower than they should. Going by good site benchmarks, not some YouTube videos, the cards look to be right in line with a 1080 SLI setup for your game at your settings.

You can check for power modes in the BIOS and in power management of the system, make sure it's set to full power. If you have vsync on, turn that off and check usage again. Did you check temperature of the system while gaming? What is the power supply brand and model? Very rarely there are power issues with the cards not drawing enough power causing them to run slower.

both my cpu and gpu are over clock editions, along with the psu, which I've said previously closer to the start of this thread, I'm thinking that either it's an sli issue or cable issue because, the lepa 1600W psu, comes with a cables specifically for gpu, but the cable gives two 8 pin connectors on one cable, which I've used both connector from one cable to connect to the gpu to give it power

Without seeing if that may be an issue, no way to know if it is an issue. I'm sure nVidia will suggest you try it if you contact their support.

I was running into the same problem with a pair of GTX 970 in SLI, with that exact game, crysis 3, both cards running at about 50% usage and about 60 - 70 fps @ 1440p. Then ALT-TABBED to desktop to read this thead, when alt-tab again to return to the game, both cards went to 99% usage and a decent 130+ fps.
So yes, there is a problem, with the game itself, I think.
