FPS Drops on all games!

Hi, so recently I bought a new graphics card used off ebay (The XFX 390P), it worked as a charm, but suddenly my PSU blew up, so i bought another one thinking it was just a bad power supply. The graphics card then blew up another power supply, so then I got ANOTHER one. I plugged it in and everything, didn't start, blew up my CPU. So then I got another CPU, the FX 8350 and put my old graphics card in. I got a cooler with it also (The Hyper Evo 212). When I installed it, I noticed something about my new CPU, the frame drops. Usually if I play Battlefield 1 or any other game, it gets a smooth 60 - 80 FPS. But then after a couple of minutes after gaming, it drops frames to 20-40 FPS. It's really annoying and I tried looking it up on the internet. Some say that it might be a bad motherboard, some say it's just a bad graphics card. But I was thinking that it was because my PC-I slot probably got a little messed up, same with my CPU socket. So I'm considering getting a new motherboard. Any help here on whats going on? Any comment would be appreciated :)

Temperatures:
Idle: 30-40C
Gaming for about an hour: 60-70C

Specifications:
Motherboard: M5A78L-M/USB3
Graphics card: Gigabyte Windforce 750ti (2GB version not OC'D)
Processor: AMD 8350 (Not OC'D)
Cooler: Hyper Evo 212
PSU: Thermaltake 650W 80+ Bronze

Monitor your CPU Ghz while gaming, I bet its dropping. This is a common problem with that motherboard and 125w CPU's. Under heavy load the motherboard VRM's overheat and to prevent failure the motherboard throttles down the CPU to reduce the load on the VRM's.

Using the Evo 212 does not help. The stock AMD cooler pushes air down and out which helps to cool the VRM's, coolers like the 212 don't blow any air over the VRM's.

Have you tried using amd overdrive to check thermal margins for the cpu? It will display how many degrees until the cpu begins to throttle. If the software you're currently using says you're hitting 60-70c and it's accurate then it sounds like you're thermal throttling which would explain the poor performance. Throttle temp for fx cpu's is around 62-65c at which point the cpu will be automatically slowed to prevent overheating.

You may need to check the cooler to ensure it's mounted properly. If your ambient room temps are pretty warm (around 30c or higher) or you don't have good case ventilation and case fans providing fresh air those things can contribute to the overheating problem. You may need a better cooler if your ambient room temps are high.

Well my case only has a 1 80mm fan. But I tried so many ways on the paste to see if it affects my performance. Can you please tell me if this paste I'm using is good? It's https://www.amazon.com/gp/product/B01D0S7H8Q/ref=oh_aui_detailpage_o03_s00?ie=UTF8&psc=1
And if your asking how I did it, I did the rice way, the pee way, the line way, and the cross way. I never ever did spread out the paste because it can leave air bubbles.

Oh OK! So I'm guessing I don't have a good enough motherboard. This motherboard has been through quite a journey, such as power outages from power supply, and a blown up cpu. Do you recommend me to get a new motherboard? If so, which one is the best for the 8350? I'll try looking up a new cooler since the hyper evo isn't really a good one for cooling. The main reason why I got it was mainly because the stock cooler for AMD was pretty loud, so I got this one thinking it was not loud.
