New graphics card GTX 1050Ti 4gb gives my monitor no signal

I just got a Nvidia GTX 1050ti and installed it. When i turned my computer on it doesn't give any signal to my monitors. I tried to plug my old AMD raedon 6990 back in to try and change the bios but it does the same thing now. I have no integrated graphics card and don't have any idea what to do.

I just tried booting it without the harddrive and still no display. I also took the motherboard battery out and left it unplugged for a while, which is how you reset the cmos right? and as for the motherboard i dont think anything is fried but how would i be able to tell?
