I am trying to find a build list for PCPartPicker than includes a GTX 1070. I want a 144hz monitor, OS and an NZXT Hue+ included with this price.

Solution
i5+rx480 is the more ballanced option.

Personally, I would drop the SSD, drop the hue+ and get a GTX1070.
BTW, I found a cheap GTX1070 for €389:

ah..you are choosing a -k i5, with 450W there is no room at all for OC. With 450w, there is also no room for GPU OC. I would get 550-650W to add room for OC (both proc and GPU).
If you do not plan to OC, get i5 7500 and a H270 mobo to reduce price.

I would also bump up the RAM to 16GB.

Honorable
It's impossible to score a good CPU and a 1070 for 1200, maybe in the US, but in Europe, it's not.
Here's what I did, I don't recommend this, I recommend you spend 150 more for an i5-7500.

It is enough for the budget

1. Having 144Hz monitor does not always have to get over 100 fps.
2. You can lower some settings to increase fps.
3. FPS is game dependent.
4. Using 144Hz monitor, you can disable VSync without having to worry about screen tearing, regardless of fps.
5. People tend to keep the monitor longer than the PC. Now 60 fps, perhaps 144 fps in the future.
6. You can see the benefit of having more fps already starting from75 fps, if you have 144hz monitor already.
7. Budget is limited.
8. i5 is still the bare minimum. Not i3, not Gxxxx

I managed to downgrade my GPU to an RX 480 as this can still play most popular games like CS:GO at 144fps+ and can play AAA games at 60fps+

That isn't that true as a GPU is more important in this case, and an i5 is more than enough to play most games.
