Can a True Rated PSU Fit And Reach an ATX Motherboard in a Gaming Case

i've seen someone put a true rated power supply unit which i think is non modular, and the cables fit the 24 pin and the 4 square pin at the top?

so can a non modular psu reach a mid tower gaming case???

Modular or not, it does not matter. Just check manuals or website tech specifications to find out how long cables each PSU have and choose one that has long enough. However, usually to make 4 (or 4+4) pin ATX cable going from the top you will need extension anyway.
Side note: the setup on the picture has very small microATX mobo, that is why it seems like it required long cables.
