FPS issues with GTX 1070

Im having an issue with my Nvidia GTX 1070 SC. The First couple of days everything was working fine and getting 200-300 FPS when playing games like CSGO and League of Legends. Now im lucky to get 40 FPS while playing those games i have no clue what is causing the issue. Ive tried everything i could find on google. My specs are:
GTX 1070 SC
I7-4790
16gb of ram
on 2 Acer 144hz monitors

So with my CPU overheating I've taken apart the comp to see any obstruction cleaned out the fan. I'm going to re apply thermal paste this weekend and get a good cleaning in. After that if it's still over heating I'm assuming I have a faulty or broken cooler that needs to be replaced. Is that assumption correct or could there be something else that is causing the issue?

i just looked it up i have the Corsair Hydro Series H60 what would be a good upgrade for that? im still getting upwards to 80 to 90 c when extended use

Yeah not a bad option, but there are cheaper air coolers which will do the job also.

Yes that's correct the current fan lays flat with the tubing and heat sink connecting to the CPU. Above the CPU/heat sink sits the casing that holds the HDD and power supply so I believe the stand up type cooling systems won't fit

That case is VERY compact and unfortunately appears to be your main problem. Ideally you'd want all of your high end components to be in a larger sized case to allow for better ventilation. Your gpu upgrade if anything should have been to a reference gtx 1070 as it has a blower design to better echaust the gpu heat out the back of the computer. That evga sc 1070 has an open air cooler doesn't exhaust the heat, but disperses heat directly into the case which might be causing higher ambient temperatures in your build, contributing to your high cpu temperatures.
You could try these steps:
1. Install this low profile cpu cooler http://noctua.at/en/nh-l9i (NOTE: There's no way I can guarantee this will fit your case as it's proprietary.)
2. Return the open air evga 1070 and purchase a Nvidia Geforce gtx 1070 reference style cooler equivalent so gpu heat is properly exhausted from the case.
There's a slim chance these two steps MIGHT fix your thermal issue, but i'm by no means guaranteeing it.

Thank you so much for your help. Would another option be replacing the case with a newer bigger case? If so do you have any recommendations.

Yeah getting a better airflow case + better cpu cooler would be a good option.

I assume your motherboard is micro-atx? (can you get the model number?) If so the Corsair Air 240 would be a good case, then either a good air cpu cooler or AIO liquid cooler.

idk if you guys are still following this thread but it turned out it was a cooler issue. i Upgraded my cooler and for the last few days Ive been steady at 30-35 c idle and 35-40 c unload thank you guys soo much for your help!
