dell 7559: intel hd 530 scrolling in chrome at 100% gpu utilization

Hi, I recently bought a dell inspiron 7559. Specs are as follow:
- i7 6700hq
- 8gb ddr3 1600mhz cl 11 ram
- 256 ssd
- 15.6" 4k display
- gtx 960m.

When browsing through any website on chrome, everything is super laggy. I installed gpuz to check what's going on and the intel hd 530 is at 100% utilization. I understand that 4k is pretty demanding but I didn't know it would lag on simple websites like google. I have the 21.20.16.4590 driver installed. I made sure that the screen is running at 60Hz

I can't use the 960m because there's no way to "force" it on. It turns on automatically whenever a certain type of program is launched. There is no option ot increase the igt memory in bios. Do you think increasing my ram to 8gb would automatically increase that allocation?

UPDATE: I noticed if I minimize my browser to about half the size, there doesn't seem to be any lag.

I have the same exact machine that I bought recently and I am facing the same issue.Everything seems to lag: animations , transitions and other elements.Chrome seems to exhibit the most lag. In youtube video lags and sound disappears, at fullscreen its even more horrible.
So, what i did was play with resolutions and I dropped the resolution of the screen down to 2048x1152 and everything works perfectly.But that isn't a long term solution, having a 4k screen and not even utilizing it is a joke. Can somebody please help with this laggy fest at 4k?

I've tried that but doesnt text look blurry sometimes? I really can't stand that... I'm still running at 4k but honestly can't run any program in fullscreen otherwise it basically becomes unusable lol

I had to sacrifice the 4k sharpness for performance. I just can't use a laggy system and the stutters at the native resolution is beyond reasonable. Even with all the visual tweaks off performance was crap. Had to drop down the resolution in order to have a smoother experience. But I don't mind the blurry text as i use is from quite a distance.
Have you tried playing videos at 4k res ? Every playback sucks at 4k.

Very interesting indeed. I have updated the bios, all the graphics drivers and everything and 4k is actually bearable now. Videos at 4k definitely has dropped frames so if a video natively runs at 25fps on youtube, I would say it actually plays at around 22-23. I'm sacrificing the snappyness of the laptop for resolution because I actually work pretty close to the screen and I just set chrome to a corner of the display and all my other work to other parts. I find that this works exceptional for me and I actually started enjoying the laptop now.

I think I found a solution to this, I disabled the Intel Speed Step technology in the bios setup menu and rebooted, Voila! Seems snappier to me at 4k :)

I'm having this issue too. I disabled the Intel Speed Step and doesn't seem to work. Updating drivers didn't work as well. Could this be a hardware problem?

I'm guessing its something to do with Dell because of this common issue. I just tried a friend's xps 13 with a nearly 4k display (a bit smaller but still very comparable). His laptop has an intel hd 540 which is slightly better but all animations are incredibly smooth so I have no idea how to fix this issue.

Yes, its still not stable enough for usability. I got frustrated by the amount of problems at 4k res. So, i dropped it down to 1440p and that's seems to solve all the issues for now. The only downside is you wont get a crisp 4k output but 1440p still looks damn sharp. And also download mac-type for smoother fonts.
I guess the the hd530 is very poorly optimized due to which there are lots of glitches and problems.
