Need some background to the issue, did this start after a drop or anything similar? Could be anything from a dead motherboard to a bad LCD panel, maybe battery or charger. Aside from the fan does anything else seem like it's turning on? Battery charge light or drive light go on? Try removing the battery and wall power, hold in the power button for about 30 seconds, hook up only wall power and see if it turns on. If not, plug in the battery and try it again. Hook up an external monitor, see if it gets a display.
