I am contemplating either buying a gtx 1080ti or waiting for the Nvidia's line of Volta GTX cards to be announced.

Whats everybody's thoughts on this?

Volta seems tempting because of its NVLink 2.0 support, HBM, new architecture as well as being on a smaller die (rumored to be 12nm or 10nm), with the accompanied given boosts to perf-per-watt, efficiency, larger buffer and speed of the card.

1. Today ? I wouldn't buy anything .... the rest depends on what you have now, what resolution is being used.

2. If I had a 780 / 970 SLI or a single 1070 or above I'd sit tight and wait for next big thing

3. If I had less than that, I'd wait for the AIB 1080 Tis and com[are that against AMDs latest and greatest

I'd also consider that Pascal is a terrible architecture to run in SLI, so i'd wait for the Volta one just to have the opportunity to double my GPU in the future.
Yes, I'd wait for Volta and buy the top of the line of that series hoping for a better multi-GPU support this time!

Anyway, it's up to you and your needs. If your GPU is no longer able to run the newest titles as you want, you'd probably better get a new one.
