Getting Bad Frames on Everything

Really need some help here. I'm getting really bad framerates on every single game I play. On Battlefield 1, I often see the framerate drop in the 20s in multiplayer. In older games like Fallout NV and Batman Arkham City, the framerate will dip into the teens. I really don't understand this at all. I've even swapped out components like the CPU and GPU to see if I could pinpoint the problem, but nothing changes. I get major drops in the same exact spots in some instances. My PC is as follows:
MOBO: ASUS M5A97
CPU: AMD FX-8350
GPU: Sapphire R9 270X 2GB
RAM: 8GB Corsair Dominator 1600MHz
PSU: Corsair TX650W
HDD: WD Caviar Black 1TB

First off all make sure that your operating system and the drivers are updated, secondly it's a good idea to clean out your computer (mostly the CPU and GPU). If you still have frame drops I suggest to scan your computer with an antivirus software, or better if you re-install the operating system !

I recently had a similar issue where all my components were working fine but I was still getting fps 10x worse than they should have been. The thing that finally did it for me was reinstalling windows but you would have to uninstall everything.
