Hello everyone,
I need some help with a friends pc. He can not seem to get past 30 fps with any games. For example, games like ff14 or mgsV will only get 25-35 fps tops, running on 1080 or below. A game like The Forrest will only run below 20fps with very bad lagging. Even the dolphin gamecube emulator wont get past 20 fps on any game. I've tried searching for the answer throughout the web but can't seem to find the problem. I've tried asking on some other sites and gotten no responses. So please people of Toms Hardware I need some help, I created this account just to try and solve this problem. Any and all suggestions are very much appreciated!!

1070 pny gpu
4960k i5 cpu
8gb ram
Ssd running the OS
Windows 10
