Shutdown right before Windows startup screen

CPU: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
GPU: Nvidia GeForce GTX 980 MSI
RAM: 16GB DDR3 HyperX
Cooler: 212 Evo
Power: Corsair RM850

Lag on games and even desktop.
I've tried looking it up but I cant seem to find any fixes.

Edit: I decided to look at the motherboard manual, and for some reason the slow start up switch (found next to my USB 3.0 port) was switched on my motherboard. The switch apparently limits the CPU for testing purposes. Although, now I have a different problem where my computer shuts down right before the windows start up screen, the one with the windows logo and the spinning circles.
Edit 2: Lowered GHz on CPU and everything is solved

Keep your CPU utilization in check while gaming. I'd say download MSI Afterburner along with remote server software and then download its app on your phone. Next time you game, keep your component usage in check while gaming and see if anything is bottlenecking your rig.

And go check in your power options that your CPU is not on power saving mode. That really limits the performance and often causes lag even while browsing internet.
