I have just put together a computer with the following parts:

CPU: Intel Core i5-7600K 3.8GHz Quad-Core Processor
CPU Cooler: NZXT Kraken X62 Liquid
Motherboard: Asus ROG STRIX Z270i GAMING Mini ITX LGA1151 Motherboard
Memory: Corsair Vengeance LPX 16GB (1 x 16GB) DDR4-2666 Memory
Storage: Samsung 850 EVO 250GB M.2-2280 Solid State Drive
Case: NZXT Manta Mini ITX Desktop
Power Supply: EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully-Modular ATX Power Supply

I don't have a graphics card quite yet, but will get one soon.

When I first plugged it in, the mobo showed a red light, but everything else lit up normally.
When I pressed the power, fans started spinning and it looked like it was working, but the screen wasn't turning on and none of the USB ports were working.

It was then when I realized that the 6-pin power cable wasn't plugged into the motherboard yet (duh!) so I turned off the computer, plugged in the power cable, and turned it back on.
But this time, when I pressed the power button, nothing happens.
I think it must be doing SOMETHING for a second, though, because the lights in this room flash a quick sec when I turn on the computer :p

Any help would be GREATLY appreciated!

I've already tried resetting the CMOS. It didn't do anything :(
What is the jumper for? The power button is working fine, but no matter what when I give the computer power, it won't boot.
Thanks!

When the VGA power cable is disconnected, everything spins up and lights up. I have no idea why it doesn't work with power :/

I don't know it the CPU is giving off any heat, as I already have a heat sink installed, and I'd rather not take it off. I'd assume it is, though, if everything else is on. If I need to test it, though, I will.

lol, why didn't I think about the fact that the heatsink ALSO got warm XD
I don't have a graphics card installed yet; I do not have one. Would that be an issue?
Also, should I test the CPU's heat with the VGA cable plugged in or unplugged? (as I said before, the fans only spin if it's unplugged for some strange reason...)

By VGA cable, I mean 6 pin connector XD
Yes, all power connectors are plugged into the mobo.
I only have one stick of ram :p the motherboard only has two slots (this is a mini itx build, after all)

lol, I also miscounted (somehow) XD
the EIGHT pin cable is plugged in. It is still doing the same thing (nothing happens when I push power, except for my lights in my room flashing, meaning power MUST be going through it, right?)

Yeah, my power supply is modular :)
Are you talking about the CPU_FAN cable? The only power cables I can find on the mobo are the 24 and 8 pin ones. Should I send a picture of the inside of my PC?

Although the cables aren't labeled PSU for some reason, I double-checked both of the cables and they are plugged in the only way they fit.

The PSU is modular, though. I don't know if I could have possibly plugged something incorrectly on the PSU, but it doesn't seem like it. All of the ports are basically identical, save names like "VGA 1" and "CPU 2."
Oh yeah. There's a spot on the PSU labeled "CPU" that I'm not using. Could that be an issue? Maybe I'm using the wrong cable entirely? I'm currently using the "VGA 1" port for my 8-pin cable. Only the VGA section fits. That's why I was calling it a VGA power cable XD

I'll try using the CPU port on the PSU.
The 24-pin cable doesn't have anything leading off of it. It just has a PSU connector on one end and a 24-pin cable on the other end.

There are no labels on the connectors plugged into the mobo, but every single connector plugged into the PSU each says "G1-B." I have no idea what that means.

WAIT
I JUST REALIZED THAT THE CURRENT 8-PIN CONNECTOR ON THE MOBO ONLY HAS 6 PINS PLUGGED IN (O_O)
The cable breaks into two parts right next to each other - one group of six pins and one group of two pins. The two pieces are meant to plug in next to each other on the 8-pin port. Why they are split into two groups, I have no idea. The 2-pin group that I can only assume is very important power wasn't plugged in XD

Well, there's progress, at least.
The fans are finally lighting up and the computer turns on with the 8-pin power connector, but the led on the motherboard is still red and the display isn't showing anything.

Oddly enough, the light isn't labeled. Asus's website says that they're called "Q-LEDS."

Right about to turn on the computer. Kinda sketched out - the CPU power cable is split into two groups of 4 pins, but I have both pieces plugged in.

YAY! You were right. We needed to use the CPU cable. However, NOT CPU 2. CPU 2 outputs an extra 2 amps, explaining why the computer kept resetting.

I used CPU 1 with the cable you recommended and it started up perfectly! It posted and booted and now I'm very happy :)
