New build freezes and reboots randomly, sound will cut out

I just put together my third build, but for the first time in 4 years. I have to admit I am a bit rusty when it comes to my hardware/software knowledge but I've never had issues like this before. I have no trouble booting to Windows, but the display doesn't seem like it matches what the resolution is set to. It's at 1920x1080 but everything seems way larger than it should be. I am using an HDMI connection from my GPU for sound and video. The GPU is mounted on a riser card that came with the case.

The display also cuts out randomly, then comes back. There is occasional freezing, sometimes followed by a reboot. Also, if I try and play any sound, even the Windows notification sounds, the sound may work momentarily but it is poor quality, garbles for a bit, then cuts out completely if it's anything longer than a few seconds. The PC is connected via HDMI cable to my Vizio TV which is in working condition considering the game console I have hooked up to it is working just fine. According to Device Manager, all of my drivers are up to date. I've used the GeForce software offered on the ASUS site to update my GPU drivers, the updates that came with the motherboard, and I've also installed every Windows update I possibly could.

When purchasing the PC, I used PC part picker to double check my build and everything seemed compatible, so I think I've chosen my hardware right.

Things I have tried:

  • Swapping out PSU for 650W PSU
    Swapping out GPU for EVGA GTX760
    Reinstalling Windows 10
    Deleting and reinstalling drivers
    Reseating GPU
    Removing riser card
    Swapped HDMI cable

I appologize in advance for the wall of text but I figure the more details I provided, the easier it would be to identify a problem. Any help would be greatly appreciated!

The GPU was originally installed on a riser card that faced the glass on the case, so I tried removing that and connecting it directly to the mobo with the same results. I tried the HDMI cable from my cable box with the same results as well.
