I live in united states California LA and my budget can range from 250 or maybe 300 but most likely 250.

The motherboard is old, probably LGA 775 socket. If it is, you can't use AMD CPU with that one. You'd need a new motherboard.

My suggested Pentium G4560 is better price/performance than the Phenom II X4 http://cpu.userbenchmark.com/Compare/Intel-Pentium-G4560-vs-AMD-Phenom-II-X4-965/3892vs606

The CPU will be awful. At least try to get a used system with a 2nd generation or later Core i3 or high end Core 2 Quad like a Q9500. It won't be great but passable.

Trying to go cheap to see how you like it won't really give you a good impression. You need a computer for other uses. Instead you can think along the lines of getting a good computer for everyday use. Then spend an extra $125 on a good GPU.

The best I can come up with is buying a refurbished Dell Optiplex 3010 and installing the GTX 1050 2GB. The PSU is only 265W and nvidia recommends 300W. So you may or may not have issues. Upgrading the PSU is the best option. However, the Dell technical guidebook for the Optiplex 3010 say the MT model supports up to a 75W GPU. Which the 1050 meets those requirements. It also supports 12v 17A on one rail and 12v 9A on the second rail.
