I got a new msi z270 gaming m7 few weeks ago. The case hadn't arrived yet so I installed the cpu, cooler and ram on to the motherboard and turned it on to see if it works. It worked fine and I would go directly into the bios. Everyday till I got the case, I'd turn the motherboard on without any monitor and keep it on for few minutes (For no reason). On few of the boots it would turn off after 10-20 seconds. I'm guessing I got this error but didn't realize since I didn't have the monitor connected. I got the case today which is nzxt h440. I installed the motherboard into the case. Connected the fan hub and then turned it on. I did not connect any usb device nor did i connect the case usb connector but got the error. I did connect the mouse once to check out the bios before i got the case but it still worked afterwards.

Yes, the motherboard standoffs are installed correctly as far as I can see. Pins from where?
I I took the motherboard out of the case and it still shows the error.
Also, I connected a usb mouse to all of the ports and tested. Found out that two of the top usb 2 ports could not power the mouse but everything else could.

Inspect ALL USB ports, including the ones in MB and see pins are not touching each other. If everything looks fine RMA IT.
Check this : https://linustechtips.com/main/topic/731570-usb-device-over-current-status-detected-will-shut-down-in-15-seconds/
Possible manufacture defect ?

Well, the motherboard did work before the attempted installation inside the case. So I guess its not a manufacture defect?. I still don't see how there could be a problem with the usb ports on the MB since i didn't plug anything in but I will check the pins out.

Some ppl say that on MSI boards there are jumpers, that are actually used for USB voltage regulation, check that u haven't removed them, if such exist on ur board.
Check the back of the motherboard, that there's nothing shorting out the circuit.
Whats your PSU ? It is possible for your PSU to oversupply USB voltage, but i doubt it.
