Erm can you state your full build ?
Are you sure the noise comes from PSU not GPU ?
Usually thats coil whine, you can either RMA the product and get a new one or bear with it.
Usually coil whine may be fixed by applying non-conductive momentum glue on the coil that produces it or some kind of resin that is non-conductive, but most likely that would void warranty and may lead to bigger problems, like burning the product and maybe more parts of ur pc with it.

That sounds familiar. I had a CX500 in my first build, did the same thing not the best psu in the world. Even whined while the system was powered down, very annoying. It's coil whine or some kind of inductor noise. It does not mean anything is necessarily wrong with the psu, they just didn't properly insulate the component that's making the noise. Not much you can do about it unfortunately, I would not recommend you start gluing coils on a psu.
